1. Open Snipping Tool, you can find Snipping Tool in the Start Menu, either click the Windows Icon in the far bottom left or press the Windows Key and search for Snipping Tool by typing 'Snipping Tool' on the keyboard.

2. For a basic regional screenshot you don't need to change anything upon opening Snipping Tool, but if you'd like you can change modes in the Mode option or add a delay to the snip with the Delay option.

3. Once ready you can click the New button to begin snipping a region of the screen by clicking and holding the mouse button wherever you'd like. If you want you can even cancel the snip by clicking the Cancel button.

4. Finished! You can now save your screenshot by clicking the Save button, or you can directly copy it with the Copy button. There is much more you can do with your screenshot such as using the Send Snip button to directly send it in an email, you can use the Pen tool to draw on the screenshot, you can also use the Highlighter tool to highlight anything in the screenshot, and the Rubber tool erases any changes near the mouse cursor. If you really want you can also edit the screenshot in Paint 3D with the Edit with Paint 3D button.
